Entertainment : Riding the Korean wave

Technology : 3G bid details still unclear

New faces unlikely to enter auctions.

New foreign participation in the 3G mobile broadband auction in Thailand next month is unlikely, given the confusion over many aspects of the bidding terms, says an independent telecom expert.

Limits on how spectrum can be used and lack of clarity about pricing make it difficult for operators to develop reliable 3G business plans, said Anuparb Thiralarp.

Other unaddressed issues include interconnection charges, adherence to international standards, and universal service obligation details.

"These issues mean that foreign companies will be unable to estimate tangible financial figures and real costs, and their business case," Mr Anuparb said. "Possible legal disputes in the future are also a major concern."

First, he said, the 3G licence the National Telecommunications Commission (NTC) proposes to grant is not a "unified licence" under the international standard that allows a holder to utilise the spectrum granted for any telecom services.

The NTC has stipulated that winning bidders must use licences to provide mobile service on the 2.1 GHz spectrum under IMT-2000 standard of the International Telecommunications Union.

If and when technology migrates to 4G under another standard that is not IMT, then the operator could not provide advanced services.

The interconnection charge (IC) system is another problem, says Mr Anuparb, because the two state telecom enterprises, TOT and CAT Telecom, are still not participating. The private operators have agreed on IC rates, which are charged for handling calls across different networks. AIS, DTAC and True Move charge each other 1.07 baht a minute for IC while the small Hutch service charges 50 satang.

IC is a significant component for operators in overseas markets, at up to 25% of overall revenue. Mr Anuparb said that if the NTC cannot enforce IC across the board and include the state telecoms, it would be difficult to forecast revenues and cost.

As well, he said, the NTC has not specified maximum pricing for 3G services. The regulator sets a maximum price of three baht a minute for conventional 2G service, but 3G will be mainly for data and video rather than voice.

The NTC created further confusion last week when it said it intended to curb "foreign dominance" in the telecom sector. Details of how it intends to do this remain vague, but it indicated that the nationality of senior executives of telecom companies doing business in Thailand would be looked at.

This could affect second-ranked DTAC, in which Telenor of Norway is the major shareholder and the chief executive and chief commercial officer are Norwegians.

DTAC has not yet confirmed participation in the 3G auction pending a study by its legal team.

Sigve Brekke, the CEO of Telenor Asia, said Telenor expected to make a final decision by Aug 24, the day the government is scheduled to release details of its proposal to replace existing 2G concessions with 15-year licences.

Mr Brekke said Telenor was interested in a 3G licence to encourage the uptake of high-speed mobile broadband services. But it wants more concrete information from the NTC as well as details on business potential and profitability for DTAC before making a final decision.

"I'm waiting to receive the study's conclusion from the DTAC board, on which I also sit," he said. "Then, I will submit the information to Telenor before the [Aug 24] deadline."

In Mr Brekke's view, 2G concessions and the 3G auction are two separate issues.

With or without conversion, the 3G auction should go ahead, he said.

The auction is scheduled for the fourth week of next month, and would last for seven to eight days depending on the number of bidders. Twelve rounds of bids will be opened per day. Bidders are required to bid 640 million baht each time.

The NTC is considering resort locations in five provinces, no more than 300 kilometres from Bangkok, such as Pattaya or Hua Hin, for the auction.

Technology : UAE ban puts RIM in quandary

The banning of the BlackBerry service by the United Arab Emirates government will test RIM's commitment to maintaining a global email service. It would be better for RIM to withdraw from countries that do not see the value of its globally secure service offering, said an Ovum analyst.

Steve Hodgkinson, Research Director for Ovum, said the UAE Telecommunications Regulatory Authority (TRA) issued a self-titled "important announcement" on Aug 2 stating its intention to suspend BlackBerry messenger, email and web-browsing services from Oct 11.

This was the latest development in an apparently long-running discussion between the UAE government and the Canadian company that operates the BlackBerry service.

The TRA adopted this position because RIM's secure telecommunications service prevented the UAE government from monitoring messages and emails, and restricting access to forbidden web content.

The Saudi Arabian Communications and Information Technology Commission (CITC) followed suit within a few days, announcing a ban on BlackBerry's service, which came into effect on Aug 5. This follows similar discussions between RIM and the governments of China and India earlier in the year.

The announcements have provoked a storm of debate. That all countries conduct surveillance on their citizens is not disputed. The difference is the degree to which the people can hold the government to account for abuse of its powers of surveillance. Countries vary considerably in the manner in which the balance between citizens' interests and state interests is defined, with dictatorships on the one extreme and liberal democracy on the other.

However, the rise of the Internet and global wireless communications is challenging each country with its own scenario, introducing notions of global freedom that appear to transcend the sovereignty of governments to regulate their citizens.

Platforms like BlackBerry deploy highly secure ICT services directly into the hands of individual citizens at a low cost. Wireless services transcend borders, secure messaging subverts telecommunications interceptions, data is hosted outside the reach of government agencies and unfiltered web content can be accessed freely.

RIM can now freeze governments out of the regulatory loop by enabling citizens to have secret conversations that are taken for granted as essential by any corporation or business, and indeed by government agencies themselves as users of BlackBerries.

This situation will be a challenging one for RIM to resolve. Developing nations are a large and growing market that it cannot afford to alienate. On the other hand, RIM's security policy is unambiguous: "The BlackBerry security architecture for enterprise customers is purposefully designed to exclude the capability for RIM or any third party to read encrypted information under any circumstances." The strength of RIM's security is a core part of its unique selling proposition.

While the security architecture is tighter for enterprise customers, there will be a "guilt by association" impact for RIM if it is too accommodating of the demands of countries such as Saudi Arabia and the UAE - or if it is seen to be flexible on security when governments threaten to close market access.

The government agencies are themselves large users of the BlackBerry platform. Agencies were initially wary of the security risks of RIM's hosted email service, but are now comfortable with the security of the platform.

In my opinion , BlackBerry messenger feature in BlackBerry mobile phone make everything looks secure and private in this section. However in some territory is too much private,sometime it make serious problem with government about "national security".If this feature are in terrorist and sending plan to member,that is government can't standing. This situation RIM and UAE must talking about nation security and private section.

Environment : Sukhumvit going 'dustiest'

Sukhumvit has the dustiest roads in Bangkok, according to a survey by the Bangkok Metropolitan Administration, which measures air quality three times a year using sensors installed at designated locations for 24-hour monitoring.

Several parts of Sukhumvit returned a reading close to 300mpcm (million particles per cubic metre) of dust compared to the standard 120mpcm.

The dust particle count at Udomsuk intersection was 297mpcm; at Soi Sukhumvit 59 junction (Wattana district) 288mpcm; and Ekamai bus terminal (Khlong Toey district) 240mpcm.

Other parts of the city returning higher than standard dust count were Rama III Road (231mpcm) and Si Phraya intersection in Bangrak district (225mpcm).

The survey revealed the high level of health risk, especially respiratory diseases, the average Bangkokian was exposed to. For its part, the BMA plans to clean roads more frequently and plant more trees on traffic islands, footpaths and bus stops.
